Hi all - is there any knowledge, experience or ideas on the list about
databases which both record decisions made by executive bodies and the
promulgation of those decisions to implementers or affected people.

I am currently looking at an organisation which has a dozen or so councils
and committees which make decisions, and then publish them in minutes (a
stack of paper about a centimeter high - each) which are photocopied and
sent to all staff  who then have to dig through it for the gems which
relate to them. And then their managers complain if people don't see them.

Any ideas - IT system or other - appreciated.
