British Standard 5454 sets temperature limits about those you quote
(allowing for my confused metric/imperial schooling).  However, this is for
archival preservation of paper records.  Archive services which hold Public
Records are inspected against this standard.  However, within the Records
Management field it is not so widespread.  Thus we air condition the county
Deeds Registry, but other files are in air conditioned storage.  Most of the
latter will be gone in 10 years or so, but not the deeds.

        From what I read on the original email, am I to understand that
paper records are to be kept at 65 to 75 degrees?  Wouldn't that mean that
most facilities would have to be air conditioned?  I understand the need for
film, and digital to be in a controlled environment, but what are the actual
upper limits or lower limits for paper?
