It "works" much better for just a pair of "relations" ....

Sociometric Measurements. Psychometrika, 43, 31-41.
is the key reference.
It is a permutation test, and is equivalent to testing equality of the
pair of
relations assuming a particular random bivariate directed graph
distribution.
