I agree; not publishing the salary range ahead of time puts the potential applicant in the position of spending valuable time and resources exploring an option that may not be a viable one for him or her.  And, one may not wish to risk asking ahead of time as that seems to be a big no-no...

Perhaps I am getting senile or too old and grumpy but it seems that there =
is a practice in the US of advertising job openings without mentioning the =
salary, as if it is not important.  Knowing a salary range ahead of =
application can save applicants much time in filling out forms and boither =
ing people for references, can save recommenders much time and paper, can =
save paper used for resumes, and save search committees many hours going =
over resumes of people who would not be interested if the salary was =
known.  Maybe someone can help me understand the paranoia in this country =
about publishing salaries along with job desctiptions and advertisements.  =
It seems that we are asking many people to use up large amounts of time =
and resources to apply for a job where the salary may unsuitable.  Am I =
losing it or would it make sense to include salary ranges with job opening =
notifications?

By no means am I picking on Central Missouri State University.  The job =
they advertised on LRNASST looks wonderful but one person's salary needs =
to support a family may be ideal or totally unacceptable.  Wouldn't it me =
nice to know that before applying?
