Project Description:
Traffic congestion is a defining issue in central Texas, especially the
counties surrounding Austin. Two of these counties, Williamson and Hays,
are the second and fourth fastest growing counties in Texas. Interstate 35,
the main arterial through the area, is the number one traffic problem in the
state and the most congested portion of Interstate 35 in the United States.
The fivefold increase in truck traffic created by the passage of the North
American Free Trade Agreement (NFATA) compounds the congestion. State and
local governments have proposed creative highway improvements and
alternatives to alleviate some of the problems; unfortunately, regular state
highway fund commitments did not anticipate today's challenges. Without
additional funding sources, Texas is able to fund only about 1/3 of its
estimated statewide highway infrastructure needs.

In response to this funding shortfall, the state legislature created the
Texas Turnpike Authority (TTA), a division of the Texas Department of
Transportation. Its mission is to fund and build a series of statewide toll
roads, with the hope of using excess toll revenue as a funding source for
other transportation projects. The TTA is presently focused on developing
several potential toll roads, known as the Central Texas Turnpike Project,
consisting of four elements:

State Highway 130 (a 90-mile, four to six-lane road that will run from I-35
in Georgetown to I-10 in Seguin),
US 183A (a 12-mile, four-lane bypass from Leander to Austin), Loop 1 (a
four-mile extension of an existing route), and
State Highway 45 (a 16-mile connector for SH 130 and US 183).
