Very well put Dave! I was thinking along much the same lines. After all, if
the procedure of "If the bird needs to be captured to positively identify
it, one might not be able to count it on his list anyway" was ridigly
applied, almost nobody outside of California would have Allen's Hummingbird
on their lists...
