President of the Treasury Board Announces
New Term Employment Policy

OTTAWA - The Honourable Lucienne Robillard, President of the Treasury Board
of Canada and Member of Parliament for Westmount - Ville-Marie, announced
today a new Term Employment Policy that will allow for the fairer treatment
of term employees.
The policy, to be phased in beginning April 1, 2003, will make it easier for
term employees to gain indeterminate employment in the public service. It is
one of a series of measures the government is adopting as it reforms the
public service.
In general, term employees with three years of cumulative work with the same
department, without a break in service longer than 60 calendar days, will be
appointed to indeterminate employment at the level of their substantive
position. This appointment must be in accordance with merit as provided in
the Public Service Employment Regulations. This includes official language
requirements. And, in limited cases where such appointments would lead to
layoffs in the department or agency, the requirement to appoint would not
