I've attached information about an exciting opportunity at the United States
Military Academy Preparatory School (USMAPS) located in Fort Monmouth, NJ.
The 4 positions listed at the end of this message will be the entire staff
of the newly created Center for Excellence at USMAPS.  More information

The focus of USMAPS is similar to developmental education programs in
English and Mathematics with an ethnically diverse student population.  The
staff of the USMAPS center will work closely with my department at West
Point as they prepare the cadet candidates for entry into West Point.  If

Duties: Serves as Professor and Head of the Center for Excellence, USMAPS
with responsibility for supervising full-time instructors/developmental
counselors in the teaching of post high school and college level courses in
Reading and Study skills, assessed to be critical for success at United
States Military Academy. Position involves, but not limited to supervision
of instructors and instruction in study skills, goal setting, time
management, stress management, test-taking, academic success techniques,
learning assistance practices, note-taking, basic reading techniques,
reading skill enhancement, and intellectual development.

Develops curricula/need for course modification to fulfill requirements as
disclosed through a variety of sources/causes, e.g., (a) contact with Center
for Enhanced Performance, USMA (b) Program Directors based on student
performance in their programs (c) assessment data related to success and
failure of matriculated students in attendance at USMA (d) new developments
in teaching and learning methods, college student development, and reading
enhancement skills and strategies. Curricula must be designed, implemented,
reviewed, and updated to satisfy the varying needs of students. Regular
consultation with each program director is required to ensure relevance and
added value of resources available in the Center for Excellence. Serves as a
faculty resource in areas of faculty and teacher development, improvement.

Manages student-counseling services, especially focused on candidates
determined to be marginal or at-risk by academic instructors at USMAPS.
Closely integrates counseling efforts with those provided by teachers,
athletic coaches, and company tactical officers. Plans and assigns work to
be accomplished by subordinates, setting priorities and scheduling
completion. Assigns work based on priorities and selective consideration of
the difficulty of assignments and capabilities of employees. Develops and
recommends performance standards; monitors and appraises employee
performance by regular class visitation, feedback from faculty and students,
and scheduled performance counseling. Evaluates performance and gives
advice, counsel, or instruction to individual employees on both work and
matters.
Interviews candidates for employment and recommends appointment, promotion
or reassignment of duties. Effects minor disciplinary measures such as
warnings and reprimands, and recommends action in more serious cases.
Qualification Requirements: Basic Requirement: Degree: that included or was
supplemented by at least 24 semester hours appropriate to the work of the
position to be filled. The course work must have included study in at least
four of the five areas: (1) Learning theory, psychology of learning,
education psychology: Study of learning theories as they relate to the
systematic design, development, and validation of instructional material.
(2) Instructional design practices: Study of the principles and techniques
used in designing training programs, developing design strategy and models,
and applying design methods to the improvement of instructional
effectiveness. (3) Educational evaluation: Study of the techniques for
evaluating the effectiveness of instructional/educational programs,
including instruments.
(4) Instructional product development: Study of the techniques appropriate
for developing training materials, including identifying learner
characteristics, specifying objectives, applying training strategy,
validating training materials, and evaluating training. (5) Computers in
education and training: Study of the application of computers in education
and training, including selecting appropriate computer software.
In addition to meeting the basic requirements above applicants must have one
year of specialized experience.  Specialized experience is experience that
has equipped the applicant with the particular knowledge, skills and
abilities in or related to supervisory experience in education, faculty
development, test construction, curriculum development, program assessment,
and test and measurements. Familiar with current educational technology that
supports the objective of the educational program. To be creditable,
specialized experience must have been equivalent to at least the GS-12 grade
level in the federal government.

SUPERVISORY ABILITIES:  Candidates must have demonstrated in their work
experience or training that they possess, or have the potential to develop,
the qualities of successful supervision as listed in the Qualifications
Standards Operating Manual.
Selective Placement Factors/Knowledge Skills and Abilities (KSA's):
Qualifications will be determiined by reviewing the application materials
submitted for this position. Applicants will be rated on the degree to which
they possess the knowledge, skills and abilities listed in this
announcement.
