We use Structured Learning Assistance (SLA) instead of Supplemental Instruction, but I think that the information I can provide may be useful to you. 

Cost of services provided (includes wages and administrative costs):
SLA: Approximately $1.85 per contact hour per student
Peer Tutoring: Approximately $15.60 per contact hour per student

Student Success (Percent of students completing the course requirement. For this comparison, I looked at success rates for mathematics students supported by SLA compared to mathematics students who received peer tutoring.)
SLA: 60.1%
Peer Tutoring: 50.8%
