From the website it looks as though at the University of Maryland only 
dissertations since 2003 are available in electronic form.  You could 
get the hard copy through your interlibrary loan -- or maybe someone on 
LRNASST at the University of Maryland would communicate with you to help 
you get the relevant bits from the dissertation.
