Directorate / Division Oversight Division

Function

The Oversight Division, part of the Directorate General Payments and Market
Infrastructure of the European Central Bank, is responsible for: (i)
defining policies in relation to the oversight of payment systems; (ii)
conducting the continuous oversight of TARGET2 and the Euro Banking
Association’s EURO1 and STEP2 systems; (iii) contributing to the oversight
of the main infrastructure for securities and derivatives clearing and
settlement; (iv) monitoring developments in the payments, securities and
derivatives clearing and settlement landscape (including correspondent
banking and custodian business); (v) contributing to the oversight of SWIFT
and the Continuous Linked Settlement system; and (vi) carrying out technical
oversight (including the oversight required for business continuity purposes
of payment, clearing and settlement systems).

The holder of this position will be entrusted with the following main tasks:


- assisting with research on financial networks and large-scale simulations;

- conducting statistical analyses of high-frequency data; and
- developing and using proprietary data analysis and simulation tools.

Qualifications and experience

The successful candidate must have the following knowledge and competencies:


- Postgraduate or PhD-level university degree in finance, economics or a
related field.
- An academic publication record.
- Experience of simulation methods, algorithm development, graph or network
theory, and network analysis and/or visualisation.
- Fluent command of English with proven drafting ability.
- Conversational command of at least one other official language of the EU
is also required.
- Familiarity with statistical analysis software (e.g. Stata, SAS or R). ·
- In-depth programming skills (e.g. in C++, Java or Python).

Behaviour Competencies

The successful candidate will have the following behavioural competencies:
- good interpersonal and communication skills;
- the ability to learn quickly;
- a strong sense of initiative and self-motivation; and
- the ability to work as part of a team in a multicultural environment.

Duration of contract / Closing date

The internship will be for a period of three to six months.
