The community college I work for recently hired a Dean of Transitional
Studies where TS is an umbrella for ABE/GED (adult literacy), our prison
schools, our success centers (learning centers that include TRIO and Upward
Bound), and DevEd. I think I've remembered everything--oh, the Dean also has
coordinator responsibilities for our two smallest campuses/centers.

The first place I came across Transitional Studies was from Kaskaskia
College in Centralia, Illinois, where they also have a T3 grant. I really
like what the phrase implies.
