fully agree we are headed back in time to how items were treated in the
paper world before ECM and unstructured data. In the paper only world there
was no distinction made between documents and records. once a draft was
done with or replaced by a newer draft it was thrown away no need to keep
it. "Records declaration" took place when an item was put in a file folder
and then in a cabinet.

the problem as I see it is that when document management systems came along
organizations didn't want to make the decision about how to handle them
from a retention standpoint.  and they should have. as we regularly preach
here content is the king and the media comes second
