Hi Gordon,

How about "Inactive" or "Inactive Period"?  Some organizations express
retention schedule in three phases to cover the lifecycle of records:
Active, Semi-active (this sometimes is optional), Inactive.

According to ARMA Int. website, Inactive Record is "A record no longer
needed to conduct current business but preserved until it meets the end of
its retention period"
