Is there literature that examines the social networks of those prone to becoming a high school dropout or those who have returned to get their GED or entered WIA training programs? Is there a lack of social capital within their networks?

The paper below deals with the social dynamics that lead to stratification in educational outcomes. Much of this is implied by Coleman’s work (adolescent society through social capital).
