Here is an interesting proposal that the researchers on this list would truly enjoy!  Make NSA data ("the social graph") publicly available!  NSA data is probably much less "noisy" and "incomplete"  than Facebook/Twitter/LinkedIn data that is being used for research today.

Of course, this will never happen, and I think the author realizes that... but there is an overall win-win here.
