I guess we have a language, terminology issue. I was speaking of Physical files, legal physical files, client files held by law firms.

Yes, Pilar you are right. My experience is in Corporate environments. My point was primarily aimed at clarifying the issue in terms of content not media.  You've provided some excellent comments along this line.
