WHITE HOUSE PUSHES JOBS TRAINING: President Barack Obama and Vice President Joe Biden are headed to the Community College of Allegheny County West Hills Center in Oakdale, Pa., today for a rare joint trip. Their jaunt coincides with the Labor Department's release of the application for the Trade Adjustment Assistance and Community College and Career Training grant program. Obama is expected to announce a new $100 million apprenticeship grant program aimed at fast-growing fields. And he'll promote his recent move to refocus $500 million from the TAACCCT grant program so that it rewards programs that apply the best practices identified by Biden's task force. It's all part of the administration's push to make the program more jobs-driven, using federal dollars to form partnerships between industry, businesses, unions, community colleges and more.

- This marks the final round of TAACCCT grants, which were created by the stimulus. The infusion has been huge for community colleges, and advocates would like to see Congress give the program permanent funding in the budget - though they are fighting an uphill battle on that front.
