Ho hum, Mathematica already has it. The ToolTip function allows you to do anything when you hover, including posting photo and playing tunes.

Pajek, Gephi, iGraph, for graph diagrams, and NVD3, NodeBox, Bokeh etc., for general plots, all do this.

I am curious to know if there are programs out there that create network diagrams in a format that is interactive for viewers (i.e., they can hover over a node for more information about it, or click on a node to highlight its ties to other nodes)?
