Crossing my fingers that they'll eventually release access to them via the public API, but for now there have been no updates to how the API works (ie., you're still limited to collecting basically no historical tweets).

That means if you go to https://twitter.com/search-advanced, you can select a time range now. This does not mean these tweets are available via the API. You could probably scrape the search terms, but my guess is Twitter's engineering team will pick up on those attempts.
