U.S. District Judge Royce Lamberth ruled that he couldn’t punish the agency

with sanctions because there wasn’t evidence that officials acted in “bad
faith.” However, he wrote, the case revealed that the agency “continues to
demonstrate a lack of respect” for its obligations under the federal
Freedom of Information Act.
