One of the community colleges in New Jersey runs an extremely successful program of this nature. Their dean or associate dean presented on it three years ago at the National Tutoring Association conference. I believe the lady overseeing it became the NTA president the next year. I apologize for the lack of details, but it should  give you a lead.
