I'm aware of one source that speaks specifically to Universal Design in higher ed:

Center for Research on Developmental Education and Urban Literacy

In terms of differentiation, that's a bit harder. My dissertation was on the topic for classroom use, but not for developmental students specifically. The easiest way to differentiate is with reading material, using the same topic with material at different reading levels. I'd be happy to discuss in greater detail.
