I have included the language from the referenced document in Wilma’s message below:

In accordance with the Administrative Memo attached, the University is updating the programming behind the Letter of Appointment (LOA) system to charge sponsored projects for a portion of the out-of-state graduate student tuition which has not previously been charged.  The only impact units will see is that an additional amount will be charged to sponsored projects for a portion of the non-resident graduate research assistant tuition.  Departmental staff can enter their distributions in the LOA system on their normal schedule for the fall term and the system will calculate the amount to be charged to the sponsored project when the LOA program runs on August 20, 2019.  There will be no change to the Letter of Appointment (LOA) input pages or tuition amounts charged for non-resident graduate students distributed to non-sponsored sources of funding.  Non-resident graduate student tuition not charged to a sponsored project will be charged to a central waiver authority account.
