Study skills programs such as you are interested in were formerly called college
orientation courses in four-year colleges. Today, there are many such courses
throughout the country called The Freshman Year Experience. John Gardner at USC
founder of the FYE has written many articles justifying these popular programs.

Also remind your administrators that plebes at West Point now get academic
credit for taking a reading and study skills course.

In the 50s, it was said that Smith students who had reading problems hired
people to read their textbooks to them and because there was no counseling
center, those who  had personal problems would go to the end of the hockey field
and scream!  Glad you are out of the dark ages.
