The Buckly Ammendment (Family Educational Rights and Privacy Act, 1974)
clearly specifies how to deal with records.  It says nothing, however,
about how to deal with information conveyed in coversation.  I am
thinking specifically abouy this in the context  of  peer tutoring.  What
is considered best practice  regarding communication about a learner
with  other tutors, peer tutor coordinators, and professional staff.
