If a school is a Research 1 institution it is generally a flagship -- at least in its own mind or if it is the only Research 1 in the state. Check out the Carnegie Foundation's Classification scheme. That said---there are some states where the flagship may not be a Research 1 institution because there are none in that state. Then the higher up the classification scheme you find the school the more apt it is to be the flagship for the state. Of course, history, funding, and politics all come into play (U of AZ vs ASU).
