It light of the recent discussion threads, I thought it timely to note
that the Education Resources Institute, Inc's (TERI) Institute for Higher
Education Policy recently published a report called "Missed Opportunities:
A New Look at Disadvantaged College Aspirants". The executive summary
lists the following 6 recommendations.

Increase investment in early intervention and pre-college programs;
-
renew efforts to increase the availability of college awareness information;
-
increase the availability of support services for enrolled college students;
-
promote greater consistency and clarity in state policies concerning parental
responsibilities to pay for college;
-
lessen the restrictions on participation in postsecondary education for
welfare recipients; and
-
simplify the forms and processes for applying for college admissions and
financial aid.
